Adalberto Vasconcelos

Adalberto Santos de Vasconcelos is recognized as one of the greatest experts in the areas of privatization, concession of public services and Public-Private Partnerships (PPP) in Brazil. He has over 30 years of experience in the infrastructure sector and partnerships between the government and the private sector.

He was in charge of the Investment Partnerships Program of the Presidency of the Republic (PPI) from July 2016 to July 2019. He built his professional career in the external control secretariat of the Federal Court of Auditors (TCU), which oversees privatizations, PPPs and concessions of public services, holding the positions of advisor, project manager, director and secretary.

Later, he was the General Coordinator of the Infrastructure Area of the TCU and the Secretary of Economic Development. These experiences make him the only professional with both visions in top control and management positions.

  • Founder and CEO of ASV Infra Partners – Infrastructure Consulting , specialized in strategic, technical, economic-financial, regulatory advisory and consulting, project prospecting in the area of Public-Private Partnerships – PPP (sponsored and administrative concessions) and concessions of public services in the infrastructure sector, management and coordination of structuring of Economic-Financial and Environmental Technical Feasibility Studies – EVTEA and PPP and concession projects, re-bidding, mediation, dispute boards and arbitration in infrastructure assets.

  • Manager highlighted in the creation and structuring of the Investment Partnerships Program of the Presidency of the Republic - PPI , occupying the following positions:

- Special Secretary of the Special Secretariat of the Investment Partnerships Program (SPPI) of the Presidency of the Republic (February 2017 to July 2019);

- Special Deputy Secretary of the Secretariat for Investment Partnerships (SPPI) of the Presidency of the Republic (July/2016 to January/2017).

  • 20 years as a federal external control auditor at the Federal Court of Auditors – TCU.

  • Manager highlighted in the creation and structuring of the TCU's Privatization Inspection Secretariat (SEFID) , a unit that monitored public service concessions and PPPs:

- Secretary of Privatization Inspection – SEFID/TCU (2007-2012);

- Director of the Transport area at SEFID/TCU (2003-2006);

- Project manager for monitoring federal highway concessions at SEFID/TCU (2000-2002);

- Advisor to SEFID/TCU (1999);

- Federal Control Auditor at SEFID/TCU (1996-1998).

  • General Coordinator of the Infrastructure Area of the TCU (where he coordinated the four works inspection departments and the two privatization inspection departments of the Court) (2013-2014) and concurrently General Coordinator of Inspection of the Southeast Region, where he coordinated the accounts inspection departments of that region (RJ, SP, MG and ES) and the State External Control Department, located in the city of Rio de Janeiro, which inspected the state-owned companies BNDES, Petrobras, Eletrobras, CBTU, among others (2013-2014).

  • Secretary of Economic Development of the TCU (2015-2016).

  • External Financial Auditor of the Court of Auditors of the Federal District (1995-1996).

  • 3 years as a mechanical engineer at the Distrito Federal Metro - DF (1993-1995).

  • 6 years as an employee at the Bank of Brasília (1987-1993).

OTHER ACTIVITIES

  • Presented infrastructure investment opportunities in Brazil at several national and international Road Shows (United States of America, China, Russia, Germany, Spain, Hong Kong, Portugal, Norway, among other countries);

  • Professor of the MBA PPP and Concessions Course at FESPSP – São Paulo School of Sociology and Politics Foundation;

  • Full member of the Road Infrastructure Regulation Committee of FGV/Rio;

  • He teaches several courses related to infrastructure in several public and private institutions:

- Regulation of public services;

- Public service concessions and Public-Private Partnerships – PPP;

- Financial and economic analysis of projects;

- Economic-Financial Balance of public service concessions and PPP;

- Structuring and auditing: Business Plan for public service concession and PPP projects – (private initiative view, Granting Authority view and External Control view).

  • Speaker, debater and exhibitor on Infrastructure, Regulation of Public Services, Denationalization, Privatization, Concession of Public Services and Public-Private Partnerships - PPP, External Control Performance, Government Audits, among other topics, in several institutions, universities, forums, seminars, Federal Senate, Chamber of Deputies, state audit courts, FGV, regulatory agencies, OECD, World Bank, etc.

  • At the forefront of the PPI, the Program achieved significant results in attracting investors and investments for concessions of various assets, including the energy, oil & gas, highway, railway and port sectors. During this period, 248 projects qualified under the Program, of which 147 were completed, that is, delivered. During this same period, R$260.2 billion in investments were contracted and R$54.1 billion was collected, including grants and signing bonuses. Of these 147 completed projects, 55 had foreign companies or companies in consortium with Brazilian companies, accounting for approximately 85% of the contracted investments. Among the countries that supported the Program's infrastructure assets, in addition to Brazil, there are Italy, Portugal, the United States, China, Norway, Australia, the United Kingdom, France, Qatar, India, Bermuda, Spain, Switzerland, Germany and Colombia (PPI – May/2019).
